Measuring 4 - 1/8" in Diameter, 7/16" in Height and with a Base Diameter variation of 2 - 7/8" to 2 - 15/16", Wagon Wheel Plate features a Polished Base ring of varied width - Indicating a Blown Glass / Pontil Method was in-all-likelyhood utilized in it's manufacture.
Additionally Clear Plate contains a few Seeds / Bubbles of various size present created by a shorter-than-usual "fining out" process - A process whereby air bubbles which are trapped between the layers of raw materials are allowed to slowly rise through the viscous glass mixture to the surface where they "pop". If, however the batch is not provided with adequate "fining time", Bubbles or Seeds will be present.
Aside from the few varied size Seeding / Bubbles, additional indications of the Plate's Early manufacture is the "Not-truly even" Rim / Edge thickness & shape as well as the polished Base ring.

Condition of Wagon Wheel pattern Clear Plate is Very-Good, Near Excellent !!! Some light "Flea-bites" / chips / flakes along Base Ring edge; Light "Straw-marks" and Surface scratches, Otherwise no rim chips, cracks, hairlines, missing portions nor prior repairs noted.
